Testing is the act of conducting a test, analyzing the condition and proving a system fitness or worthiness for operation or not, For instance, at the completion of the Electrical installation works, the entire installation is tested with special testing equipment and with preset protocols before final placing in service under the full responsibility of the contractor. While Commissioning is the process of assuring that all systems and components of a major piece of equipment, a process, auilding or similar are designed, installed and tested according to the optimum operational requirements of the owner or final client.
